Honestly I think this is an important feature too much overlooked by Firefox and its developer. Couldn't it be installed Firefox Help topics to be referred when user want to read it offline?
Compared to Internet Explorer 7, Microsoft gets ready a Help section to be read offline only by pressing F1 key when you open Internet Explorer. School teachers can tell more about Internet Explorer 7 to their student in computer class. A first time software user can browse for Help topics when he is away from Internet connection.
All i can say, Internet Explorer understands more about software users. Maybe because of that Internet Explorer still goes ahead of Mozilla Firefox?
